Computer Security & Viruses - Foreign Software intrusion

Question
Doug:
A piece of foreign software has apparently attached itself to Internet Explorer. I am able to use my dial up service and all of the other software appears to be working OK...Email, Word, Xcel, etc. But when I open IE and attempt to link to another website, this "Personal Security" software brings up a blank screen. The software is requesting that I purchase their anti-virus software, and until I do, they will continue to disable IE.
Are you familiar with this problem. Is it possible to unistall IE and reinstall it. Any advice and counsel is welcomed.

What AntiVirus and AntiSpyware are you using?

Do you mean the Personal Antivirus program?
