Thank you Ramon for helping me with my question.
I have u-verse internet service with top speed and a Mac Book 2008
version/wireless internet.  I have a WPA personal network with a password.

I have notice over the past 6 months my internet is very slow.  I looked
outside at my neighbors house and he has a black box outside his window
that is directed to my u-verse box that is located only 2 feet away inside my
house.  The black box has wires attached to it that goes under the closed
window and into his office.  His system is always on because my computer is
slow.  I have called att and they have reset are system twice with new system
name and password only to work fast for a few hours then slow back down
hours later.  The neighbor is a computer person and knows how to hack.  Is
there any way to stop him?

start by changing the security on your wireless device to something more difficult to hack - WPA2

i would also set MAC filtering on the device so that only predefined computers are able to connect.
