Question
I have this annoying system tool virus that won't go away, the thing is I ran Malewarebytes in safe mode which didn't remove it(almost never finds anything) and I'm trying to download SuperAntiSpyware because I have used it in the past and it's a little better imo, but the virus is blocking me from saving it to my computer. Please ANY suggestions would be great. Also one more question isn't it always better to run the malware scans in safe mode?

Yes, it is generally better to run scans in safe mode.  However, malware can load even in safe mode, as is the case with this rogue program.  Malwarebytes can remove this program, but you first need to kill the processes belonging to the rogue by using RKill:
