 Is Windows Defender enough protection for surfing the web and paying bills online/

Jim, no it isn't.

Windows Defender is a fine anti-spyware tool, but you would be far safer if you use an additional anti-spyware application like SuperAntiSpyware, Malwarebytes or another similar app.

In addition to the Windows Firewall (there are other 3rd party Firewalls too) you should be using a reputable antivirus such as Avira, Avast, Comodo, AVG, NOD32 among several others.
