I couple of years ago I installed avast free. There was already an expired Norton anti virus program on my PC and it's still there. Should I just uninstall Norton? And also do you think I should reinstall Avast?

You forgot to mention what system you're using, but you should remove Norton completely and reboot.

About Avast, yes, reinstall. First, download the newest version to your desktop. Uninstall current in use. Reboot. Install the new one. Reboot - clean disk again and reboot.
The reason you should clean your disk (temp files) during these changes?
Because any Norton files or registry entries left on a PC (even if not in use) can create system instabilities and compromise your security.
There are third party cleaners too, which go a little deeper (many safely). You might want to consider learning more about them as well, to keep your system clean.

QUESTION: Thanks for the help James. My system is a Dell P4 3.0 Ghz 1 GB ram with XP Home from 2005. (try not to giggle) Sometimes it crashes at bootup.

No giggles. I understand. Just a side note: Please upgrade to Windows 7 or 8.1 at your earliest convenience. Even though you've got excellent security tools, your system is still vulnerable to more threats than before because you no longer receive system critical security updates. Even a used Vista would be safer since it's still supported by Microsoft, but there's more of a learning curve than with 7 or 8+.
