Hi there ! I would like to find out if it is possible to create an emulated operating system environment that is capable of executing any and all forms of malware within it.

Of course it's possible!  That is how antivirus companies test malware.  It wouldn't be practical to infect all these test computers, so the testing is done on a virtual machine.  VirtualBox and VMWare are two of the bigger names, but there are others.  Have a look at the article below:
