It may or may not be useful, but is it possible to design and develop Multimeter - Both Digital and Analog Range with Touch screen GUI interface ?.

Yes, imo.  The performance aspects (features, scales, ranges, etc) would be the same.  I don't know that this would be useful though.  On the other hand, a pad with touchscreen would be a good interface to a control panel that took input from wireless devices.  Rather than selecting a measure and a range you might look at several devices that transmit their state.  State might include voltage, heat, uptime, etc.
