Computer Security & Viruses/cache left over after disk clean up

Question
Theres 3.28 mb left over in disk clean up if you don't keep on cleaning it over and over and then with clean up system files in win 7, do you know what these files are and if it' s a threat?

Answer
There's no way for me to know what a file is if I can't look at it but there are was to determine risk comparatively.  Filesystems have a work area where their status is maintained.  100%  of drive space isn't used because the platters aren't always identical.  Related data tells the drive's firmware how filesystem information is mapped to physical locations.  Some locations may be marked as unusable (the disc surface may not be flawless).   Newer drives may have a substantial amount of space that isn't used.
