a parental control (if possible)

i have  2.93ghz,512 mb ram,win xp

Answer
One of the oldest and biggest antivirus companies, F-Secure, offers almost all of what you want, and you can try it for free for thirty days. https://store.f-secure.com/cgi-bin/dlreg/ml=EN?ID=FSISTB&desid=TRIAL

If you haven't heard of F-Secure, it's because the company is headquartered in Finland and they don't advertise in the U.S. But I've used one of their security products for eleven years and have never had a complaint.

I haven't tried their complete security suite so I don't know if it includes a "cookie,ad,java, active X controller." But it does include parental control and everything else you requested.

Enjoy!
