Answer Yes Toms River is in hardiness zone 7 and Italian Cypress will grow in zones 7-11 which is your area South. I would check with a local tree nursery and IF they carry it it will grow there. Most nurseries guarantee what they sell and they would not sell it if they had problems with it living there.
