What factors are considered when a president is labeled as one of our "best" or "worst?"

Answer Usualy its based on what he accomplished, and whether it was beneficial to the country. Some presidents accomplish nothing, some do things that turn out to be mistakes.
Other than George Washington, most of our presidents are rated on what they did and how it affected the U.S. Lincoln abolished slavery, preserved the union, and gave a number of speeches extolling the greatness of man. He is considered great.
Warren G. Harding didn't do much of anything, but was president when the Great Depression hit, so he takes the blame for not doing anything about it.
Bill Clinton will probably be rememberred only as the second president who was impeached, and George Bush will be remembered mainly on how Iraq turns out, and how any of his domestic programs turn out (social security reform, etc.).
If things develop well in te Middle East because of Iraq, and the SS problem is solved without much discomfort, he may be remembered as one of the great ones.
