Thanks for writing and for your interest in public service. I'm not from California and I know different states have a wide variation of rules on such things, so I'm not going to be of any help, but perhaps someone from CA will pick up on your question.
I would suggest that you look for a San Diego website that might help, if you want to find out without calling City Hall. Also, the CA Secretary of State website would no doubt give info for residency requirements, etc.
