2. Nintendo Wii steering wheels tend to be much cheaper than other kinds, because the system is already designed for motion-based controls. Make sure you buy the right kind for your video game system. The price might mean that a controller is more durable, more well-made, or it might mean that the company that makes it is more greedy. Be sure to know the quality of any controller before you buy it.

3. No. Most games come out for several different platforms, but you can't buy a console that can play games published by Sony, Microsoft, and Nintendo.
