Answer
Gday Aaron,

Problem you are having is deffinitly related to PAL/NTSC.  The CDI you purchased from Germany would be a PAL one while your TV system in Canada would be NTSC.  Now some CDI models could actually switch output signal (Might want to check the setup menus if there are any) and they where universal with software but you may have one of the models that output in only one signal.  Which in your case is PAL.  Thus the rolling and having picture problems which you will not be able to alter at the CDI level.

A PAL to NTSC should work and have fixed your problem.  (I beleive you migh thave bought a NTSC to PAL converter and not a PAL to NTSC converter.  Most don't convert both ways unless it is a really good and expensive one.  Best way of telling is how much did you pay for this converter?  If it was over $100 then it should work, if you picked up one of the $20-$30 ones you have the wrong one and most deffinitly will not work.)

So you will need a multisync TV (Which unfortunitly in NTSC countries are hard to find or rather expensive.) or again a PAL to NTSC converter.

Hope this helps.
