Question
When i try to set up x box live all the connections check out but when i have to enter an emial address and password the system tells asks me if i want to recover an account under the name EGCondor. If i decline i cant move forward in the signup process, and if i accept the system almost immediately tells me that x box live signup is temporarily unavailable.

I would almost bet that your Xbox is a second hand one.
At a guess it is reading old information on the hard drive from the previous owner and attempting to use that to establish the X-box account. The only way to do that is completely wipe your hard drive and go from there.
(Boot the system without a disk, go to the system or harddrive option and reformat.)
Once this information is completely wiped out you should be able to start from scratch.
