hello again octane:

I payed 130 us dollers for a multi system converter on ebay, and it arrived today,it claims to convert secam, pal,and ntsc, it also features auto imput detection, static resolution 560 lines, dynamic res 300 lines, and automatic gain controll to ensure 1vpp output signal, and it says input level can range from 0.5v p-p to 2 v p-p.   

Yet im still stuck with this flutter, do i have any other options or do you have any idea what this could be??? please let me know

Gday Aaron,

The flutter could be related to a couple of things.  Your TV, your Converter or your gaming unit.

Try changing out your TV to another one and see if this helps or does not help your situation.

Unfortunately you can't really switch out you converter because you don't have another one.  (Consult the manual and if possible make and adjustments that you can on it)

If possible try another PAL gaming Unit (Does not have to be another CDI.  If you don't have one the easiest to convert is either a Master system or Genesis/Megadrive with a bit of solder.) and see if it has the same results.  If you still have the flutter then your converter unit may have a problem if there is no flutter then the CDI maybe has an output problem.
