what is the name of the game which involves racing old mini's around a town the arcade console had a handbrake - and is there an emulator for this game?

The name of the game you are looking for is called GTI Club.
I remembered actually playing it. Although your memory like mine is alittle fuzzy as it was released in the late 90, 1996 by Konami. (Took me forever to remember what it was called)
It is available on MAME emulators although does not work well and has a lot of problems. There is a version coming out for the PS3 I believe.
