You can't catch Groudon in Pokémon Sapphire, you need to trade it from Ruby or Emerald.

To go to Southern Island, you need an Eon Ticket. In 2003, Nintendo gave away tickets that could be scanned with an E-Reader. After scanning it, you can talk to the Petalburg gym leader, who will give you the Eon Ticket. If you've beaten the Pokémon League Champion, you can use the Eon Ticket in Lilycove City's harbour to go to Southern Island. If you don't have the physical ticket, or an E-Reader, you can mix records with someone who has scanned the ticket into their E-Reader. This will give you an Eon Ticket if you have at least 5 badges.
