QUESTION: I'm on my master account for my ps3 and its not letting me play online games and i have the parental control off but it say parental something something wont allow access

I would re-check your Parental Controls again.  (I would even turn them on and back off again or set them all to 1)

The PS3 parental controls confuse me as they arn't tied into the ESRB rating system and seem random.

QUESTION: thanks i got that working but now in trying to make a sub account but it wont play online any help?

Gday Again Jordan,

Sorry for this one taking me so long to figure out.  I believe that regardless of what the sub account settings are (Age restriction/Parental Consent) some games will not play online just because it is a Sub Account (offline works fine). If you are creating an account for your child and will allow them to play games online and do not need to control their actions, it would be advised to create a Master account for them for them.  (Simply take away games you don't want them to play online.  Sub Accounts have flaws on some games like EA Games, Any M rated games refuse to play regardless of what the settings are.
