where can I purchase these 3V 2032 batteries
that already have the legs tack welded on them?

They area available at some specialty electronic stores and online. Key is when searching usually lok for the word solder as well as 2032 battery.
I did a quick search on Ebay found few.

You could also pry the old one out of its legs and either hotglue or electrical tape in a new one (Works almost as well as the pre-tack welded ones)
I have recently got into the habit of replacing the 2032 batteries in games with 2032 battery clip and new battery. That way if the battery ever goes flat again I just have to pop out the old one and put in a new one. Saves me resoldering in a new one each time. If you get the right clip it will fit into most games.
