what level should i be when i battle the elite four?

If you are talking about Gameboy Color, then the best level is to have at least one or 2 at level 50.

If you aren't talking about a different console, please tell me what the name of the game is, Pokemon Yellow, Red, Blue, Green, Crystal, Silver, etc... and what console this is played on and i will tell you the best level and what pokemons to expect.

It is best to have really high levels of each element that you can fit. Electric, Water, Psychic, Ghost, Leaf/Fire

You might only need to choose either Psychic or Ghost, and use both leaf and fire.

Elite Four - Sidney  MAX : 49 - Absol - Dark
Elite Four - Phoebe  MAX : 51 - Dusclops - Ghost
Elite Four - Glacia  MAX : 53 - Walrein - Water/Ice
Elite Four - Drake   MAX : 55 - Salamence - Dragon/Flying
The Champion         MAX : 58 - Milotic - Water

Best Bet, here are the pokemon you will need
50 - Fighting or Bug
52 - Ghost or Dark
54 - Fire, Rock, Steel, Fighting, but since this is also Water, you should go with Grass
56 - Dragon or Ice
59 - Grass or Electric

Answer
According to a different walkthrough, you will need 6 different pokemon at levels 44 or higher.

If you would like to win this, you better half at least half of them a really high levels like maybe in the 50s and half of them in the 40s. I just gave you the max levels of the elite four, so you choose what levels you would like to have to beat them.
