Question
I recently finished out a basement but didn't frame out the cinderblocks that made the walk-out part of the basement.  I am now thinking about trying to insulate them.

I have heard about boring hole in the tops of the cinder blocks and pouring "perlite" I think into he holes.  I've also seen the 1/2 and 3/4" inch rigid foam products that Owen's Corning carries.

Any suggestions or endorsements?

It is likely that at this point the perlite might not completely penetrate throughout the spaces in the blocks. If you believe the spaces are clear, then use perlite. If you have questions about whether or not the spaces are open all the way down, use the rigid foam sheets. Either method is cheap so I might even try both.
