Dear John,
I recently had a flood in my basement apartment. I had to remove the panel
and take a look at what I believe is the sump pit. Is this what it should
normally look like? Shouldn't there be a cover on it? Is all that amount of rust
normal? Hope you will be able to give me some info. Many thanks.

Dave here...I hope you sent the question where you wanted it to go...a sump pit area is quite normally in a rusty area..water sometimes collects and will create rust or othe brown spots on any puddle area.  Some larger pit areas have covers...small pits dont.
