Discuss in details the process of plant cost calculation for standing time?

I believe what you are asking is how much to charge for plant and equipment when asked or being forced to stop work.
I would add up all crew labor, equipment, material, fuel costs plus finance and maintenance costs for a fixed period of time such as a year, I would divide by the amount of working hours in the fixed period of time to develop a unit cost per hour. This cost per hour should include overhead and profit.
