QuestionQUESTION: Hi,
1)I have following queries for clarifications
1.We have evaluated technically a bid under ficdic-4 with seven bidders on single stage two envelop system.Three contractors missed some vital information like work methodology statement etc. AND can we have a post-bid meeting to clarify and have missing information from them.Should call these three contractors only or all?If there is any limitation of getting information in such a meetings ?We have to open financial bid thereafter.
2)While evaluting finacial bid ,can you please list some of the main points to be kept in view for such a two stage evalution.

1. We should avoid and should not take into consideration any other submission from the bidders except requested clarifications to the submitted bid. When requesting clarifications, we should avoid asking for new documents in completion to the submitted bid. If important documents (specified in the Tender Document) are missing from a bid, that bid should be treated as non-responsive.
2. I think we can do good business together. I have extensive experience in procurement.

In completion to my previous answer, regarding the second question, I have some comments rather than an answer:
Depending on the criteria chosen by the Employer/Client (lowest bid price or most advantageous bid), there are different conditions we have to take into consideration:
- for the first criteria, lowest bid price, the task is simpler - we have only to check the correctness of the financial bid;
- for the second, most advantageous bid, we have to consider carefully all aspects chosen by the Employer to define the criteria.
In order to give you a more accurate answer, I need to know more details of your case.
