You need to give  a notice not earlier than 14 days when the works are expected to complete to the Engineer as per subclause 10.1 of Fidic 99 Red Book. Then Engineer  inspects  the works and issue taking over certificate if the works have been completed as per contract excluding some minor works. If you do net get any response from the Engineer within 28 days of your notice, then your works are considered to have been taken over.
