Hello,
I'll be installing soon an oak floor in my living room. Would you please tell me what should be the range in regard with the moisture of the boards and the moisture of my house before the installation. Is it appropriate or not to install an underlayment to minimize the noise for the people living in my basement? If it occurs no problems, what type of underlayment is recommanded?

You MUST obtain the name of the manufacturer of the flooring you wish to install BEFORE you purchase it.  Contact that manufacturer and ask for their installation specifications.  DO NOT rely on someone else to tell you how to install, what type of underlayment is acceptable, what moisture ranges are exceptable, etc.  They will give you the correct information, especially how the flooring MUST be acclimated to your home BEFORE you install.  If the manufacturer states that they follow the NOFMA standards, go to the NOFMA website to obtain the correct information.  If you are unable to find the information, let me know the name of the manufacturer and I will lead you to the sources that can give you the information.
