In my opinion, Florin's first answer for 12.4(a) is correct but his interpretation for 12.4(b) is not correct.

Sub-Clause 12.4 (a), (b) and (c) all are dealing with one type of cost which is the sum included in Contract but not any cost outside of the Contract sum. This is clear as sub-clauses (b) and (c) refer as ''this sum'' which was referred in (a).

Therefore, Florin's statement that the sub-clause 12.4 b) refers to the case when Omission triggers other costs otherwise not included in the original Contract''. is not correct.

Both of you have misunderstood the clause. These are three  precedent conditions for claim not heads of claim.
