Question
Dear Mr. Kumar
I am working as construction manager in a contracting co in qatar. My question is, we are main contractor for commercial tower project and are in the course of handing over the project. We obtained all the approvals pertaining to Electricity and water connections to the building. However we are unable to obtain the connection fees estimate subsequently delaying connection itself to the building even after 1 month of internal wiring approval (The HV approvals are misplaced by Kahramaa).The final T/C of all the MEP works could not be done due to lack of Kahramaa power supply The consultant is blaming us and keeping us responsible. Who is responsible to follow up for connections; contractor / consultant / client. Please enlighten in this regard

Dear Mr. Tariq,

Thanks for your Questions. Normally, this type responsible should clearly mentioned in your contract. Otherwise see the below clause for Qatar conditions of contract for your reference.


Delays Caused by  Authorities   8.4 - If the following conditions apply,

(a) the Contractor has diligently followed the procedures laid down by the relevant legally constituted public authorities in the Country,

(b) It is apparent such authorities may delay, impede or prevent the Contractor, and
(c) the resulting delay to the Works was not (by the Base Date) foreseeable by an experienced Contractor, then the Contractor is to give 14 days notice to the Engineer of the possible delay and, if after that period a delay has occurred, it will then be considered as a cause of delay giving an entitlement to extension of time under Sub-Clause 8.3.

If, you are applying the EOT for the above delay means the consultant will close his blames.
