Construction Law/international bidding projects Measurement

QuestionQUESTION: Hi
We have a Govt. of India project in Uzbekistan.
Being in India, I have quantified the drawing based on Indian Standards of Measurement. In case of international bidding projects which measurements should be used?
I am fully aware that most likely the probable contractors are not well versed with Indian measurement.
regards,
Sachin
ANSWER: Dear Sachin,
It is still confusing that a single measurement system has not been adopted globally tough contractors working all over the world for various projects. In Uzbekistan, like other CIS countries Metric System is being use. MKS (Meter, Kilogram, Second) are the main units widely used. Instead of inch, feet, square feet, cubic feet as stated in many BOQ's issued in India, cm, meter, square meter, cubic meter are the main components of BOQ's of Uzbekistan.

QUESTION: Dear Irvali,
In India both meter and foot etc. are used.
My question was what should be the "Mode/ Method of measurement " .
1. I mean how should we calculate , like in IS 1200 ( India ) there are some deductions criteria for Plastering, stone works. etc and there are some Multiplication factors for Paints, Varnishes.
2. And we use other methods like POMI and RICS, there are some different methods.
So, which standard should we follow?
Regards,
Sachin
AnswerDear Sachin,
Most of contract documents include Method of Measurement either through Technical Specifications or details may be given in the preambles of BOQ. IS 1200 India gives a detailed measurement method, however, the way described in IS is not standardized for most of projects worldwide and engineers/designers may opt for their own way for measurement of many items. However, I have some documents that may be useful for "Method of Measurement" used in the western countries. If you can send your mail address, I can mail those documents to you.
