Question
In a Lumpsum contract if there is a change in reinforcement for slab, beam suppose if span exceeds the standard bar length, if contractor has to overlap to achieve required length whether we consiser overlap length also in our method of measurement.

Answer
Dear Seeth,
Thank you for your question.
Let me start by making a general statement regarding measurement rules for overlaps etc. Normally overlaps shown on drawings are only payable but not those given by the contractor for his own convenience to carry out the work. I suggest that you also have a look at the specification appended with your contract to see if there is anything contrary to this norm. I hope this answers your question and if not, please come back with a supplementary question for the specific issue where you are facing this situation.

I can answer questions based on FIDIC 4 and FIDIC 1999 [design-build] with particular reference to time extension , price adjustment and disputes. I am in particular more inclined for response to points pertaining to how claims should be framed and put up in case of technical or other contractual shortcomings. Regarding procurement matters I have spent over 5 years as procurement specialist for highway authority and dealt with numerous claims and disputes in the capacity of "The Engineer" .
