Even if the project is designed by Employer, The Contractor is not entitled for the variation as we can read specifications as "Protective Coating shall be done on exposed surface of reinforced and pre stressed concrete construction in corrosive or marine environments" & "Protective Coating shall be done on exposed surface of reinforced and pre stressed concrete construction in any other severe exposure conditions as shown on the drawings".

More over, The contractor has to construct all structures to all the requirements of specifications.

It is not necessary to show all the specifications (Not Possible) in all drawings.
