Dear Manish,

In general it is possible to hold payment for preliminaries (time related) if Contractor's progress is very slow or far behind the program.

Dear Tharindu,

Please let me know which form of contract exists between the parties.

However, in general the prelims ,the ones referring to time related expenses can be reduces if the Engineer finds out that the progress is slow and resources deployed are below baseline histograms.
