Question
Do all site instructions constitute variation orders?

Answer
Mr Louis,
All the instructions need not necessarily a variation. But an instruction may result in a variation. the variation may be increase or decrease in cost, time, scope or the combination of these three aspects.
Following an instruction, the contractor has to notify the Engineer or owner if the instruction results in variation if any with back and justification.
