Question
What is materials on site, and why is it has to be paid?

Dear David,

You forgot to mention the form of contract. My answer will be general in nature.

In some contracts, conditions regarding payment for Materials On-Site is included, the purpose of which is mainly to help the Contractor with his cashflow.

It is important to define properly which materials shall be paid and to some extent the maximum value of materials which will be considered for payment.
