(a) What is mean by the text under SCL 13.1(a) within parenthesis "however, such changes do not necessarily constitute a Variation"

(b) According to the SCL 18.2, 18.3 & 18.4; CAR Insurance, Third Party Insurance & Workmen Compensation, what policy is covered injury to Employer's Personnel.

My response to your two questions is as follows
1.this has to studied with background of earlier clause 12.3.There are two options to evaluate item rates in a variation depending whether it quantity or instructed change
2.It is clause 18.4

I can answer questions based on FIDIC 4 and FIDIC 1999 [design-build] with particular reference to time extension , price adjustment and disputes. I am in particular more inclined for response to points pertaining to how claims should be framed and put up in case of technical or other contractual shortcomings. Regarding procurement matters I have spent over 5 years as procurement specialist for highway authority and dealt with numerous claims and disputes in the capacity of "The Engineer" .
