Your response should have included advising the questioner that an optional recourse is to file a claim against the plumber's "bond".  The plumber would be required to respond and prove his installation was proper otherwise the the "bonding" company would assess a penalty and pay the homeowner to the extent of the "bond"

Thank you for your input.  Your comment is valid if the plumber will give you details of his bond.  I had a situation recently where the developer would not give me details of his insurer so that I could claim for repairs against his policy.
