I am looking for an expert in the LA area to examine a Picasso signature on a small drawing. my friend got this drawing from a old friend of hers. she wants to sell this drawing, i explained we need to get it appraised and authenticated. where should i go to get that done?

Your question is easily answered.  Contact Christie's in LA.  Their phone number is 310-385-260, and they are located at 360 N Camden Drive, Los Angeles, CA  90210.  However, before you contact Christie's, you might call the LA Museum of Art, and ask if they have days where they do appraisals.  The Art Institute of Chicago used to do this on Thursdays, and there was no fee.

If the work is authentic, you might consider placing the work with Christie's for auction.  You could find an art gallery that would take the work on consignment, but the commission would be much less at Christies, I believe.
