For most forms of birth control, yes, a couple can have sex anytime they want as long as they are using the birth control correctly. This includes condoms.
The one exception is natural family planning/fertility charting. This is when a woman charts her cycles to see when she is ovulating. Couples who use this as their only form of birth control must avoid having sex on the days the woman is ovulating.

Answer Hi John,
When used correctly every time, condoms are 98% effective in preventing pregnancy. When not used correctly every time (this includes breaks, tears, slipping off, etc), condoms are 85% effective in preventing pregnancy. As you can see, when they are used correctly they are very effective.
They are listing rates based on not always using the form correctly. But you can increase effectiveness but making sure you use birth control correctly every time.
