Question
I want to use my electric roaster for cooking my 22 lb. turkey.  Do I put water, and how much, in the basin before setting the roasting pan, with turkey,on top?

I'm sorry, but I was out of office.
You don't have to put water in the basin. What I recommend is:

Marinate turkey for 12-24 hours inside the refrigerator (if you don't know how go: http://allrecipes.com/Recipe/Chicken-and-Turkey-Marinade/Detail.aspx)

After marinating wrap Turkey with aluminum foil.

Roast turkey about 1/2 hour per lb. at 350 F.
After you reach 90% of the time unwrap turkey and continue roasting until finish. (This process permits to obtain a very good color and flavor).

Following the previous instructions you can obtain a juicy, tender, brown and good flavor roasted turkey.
