Question
I have what I think to be a good idea and I am pretty sure it is not around I do not have the skills to invent it myself and I do not have money to put in for applications is there anything I can do with it?

I would suggest you go to the book review page for helpful texts available through your local free public library.

"Patent It Yourself", by David Pressman, published by Nolo Press is in most libraries, or they can get it for you. It is not an easy read, but there is a lot of good information there.

For a patent application, you need to reduce it to practice. That does not mean building a prototype, but it does mean being able to come up with a detailed written description on how to do it, with supporting sketches or drawings.

Sometimes, you can find a retired expert technical person who is willing to help you on a shares basis.
