Question
Does one need a patent attorney when filing a provisional patent if they are oytside the US.

Answer
You do not need a patent agent or attorney, but you do need a U.S. address to send and receive mail to & from the USPTO. You have to be the correspondent of record with a U.S. address, if your are self prosecuting. If you have anyone else represent you, that person must be a registered patent agent or patent attorney.
