Dear Mr.Black thank you in advance for your help.Can I obtain a patent on a shirt I plan to make and sell? This shirt is made of fire retardant fabric and is a safety product. Have a Happy New Year.

Materials technology is hot and consistently finding new applications.

The standard for patentability, is the invention (1) new, (2) useful, and (3) not obvious in view of the closest related technology already known.  If so, the Patent Office will award you a Patent.

Generally, a good place to start is with a patent search.

While the concept is potentially, I did some searching and found the following two patent applications that you should look at.
