Question i was sent a photo from a man i met on a dating site. when i went to open it, the message read photo obtained illegally. Could he have otained this photo illegally to pass it off as himself?

Sorry, I do not know exactly what PaintShop Pro is trying to
tell you. You haven't described the issue in detail -- is the
message part of the photo or did it pop up in a separate dialog
box?
One possibility is that the image is a licensed commercial photo
with an embedded watermark, and PaintShop Pro has detected the
watermark and your lack of a license. I didn't know PaintShop
would do anything like that, but I don't have the latest version.
Another possibility is that the photo is a scanned copy of a
commercial portrait. Some such portraits have embedded watermarks
that show up as a message across the picture when they're scanned
or faxed.
I don't think you should take the message from PaintShop too
seriously. Accepting photos from Internet correspondents is
always a little risky. One technique to use is to request
a new picture of your on-line buddy, but holding an unusual
object of some kind. It is unlikely that he already has any
fake pictures that include (for example) an egg beater or his
local phone book. If he can send you such a picture quickly,
then you can have more trust in it.
