I do not know how to create an outline around a text in corelDRAW x3.

I'm not sure what you mean by "create an outline around a text".
I will give you a few answers, maybe one of them will match what
you want to do.


1. To draw characters as an outline.

  This is very easy.  Simple click on the text tool (F8), and
  create a new text object.  Then, change the fill color to None,
  and set the outline color to black or whatever you need.  You
  can adjust the outline using the Outline Pen Dialog, available
  from the Outline Tool.  You can also adjust the outline using
  the Outline tab on the Object Properties docker.

  For a slightly different effect, choose an outline color and
  a fill color, and in the Outline properties dialog click the
  box labeled "Behind Fill".   


2. To draw characters, and then create a halo outlined around them.

  This is not hard.  Create your text object, and be sure to set
  its fill color.  Then, click on the Interactive Drop Shadow tool
  under the Interactive Tool flyout.  Use the preset "Medium Glow"
  and set the shadow color.  You can also adjust the size.

3. Construct a box that fits around the text.

  This is much harder.  Once you create a text object or a
  paragraph object, you can automatically create a box that
  fits around it.  Just pick Effects->Create Boundary.  
  However, the box is now its own object, and will not change
  if the text changes.  

4. Putting text inside an outline

  This is easy.  If you have an outlined object, of any closed
  shape, you can use it as a container for text.  Just select the
  shape, then pick the Text tool, then hover the mouse near the
  inside edge of the shape; you'll see the mouse cursor change to
  the paragraph text cursor, just click and you've got paragraph
  text inside the outlined shape.

You can also try the Contour tool, but I've never had good results
using it with text.
