CorelDraw/color palettes won't "stick" as default

Hi Ran,
Using CorelDraw X3.

Color palettes in Custom Palettes and User's Palettes don't "stick" from one session to the next. When I close Corel and open it again my palettes have disappeared.

Even if I set a palette as default, it is gone the next time I open Corel. When I go back to look in the Color Palette Browser I see the box has unchecked itself, although the icon still has that little box around it that indicates it is the default palette.

Of note: palettes in Fixed Palettes do "stick" and the default setting works as expected.

I have been fumbling around with custom palettes recently (trying to send some to a co-worker and helping him put them in his CorelDraw X3. He put the palettes in the same file I did, (C:\Program Files\Corel\CorelDRAW Graphics Suite 13\Languages\EN\Custom Data\Palettes), and he's having the same problems of palettes not "sticking" and the default setting not working.  

Any help is appreciated.

Sorry ages replying, I don't often work at the weekends. It sounds like you have spent a while on this already.

With my X4 the palettes stick just fine, and the setting is stored in the windows registry. Since your friend has the same problem I am wondering whether the behaviour may be by design in X3. Or, perhaps you are running the program with restricted PC access permissions and this is preventing you from modifying the registry settings when you quit the program. Is it possible you could test this by running CorelDraw as an Administrator (depends which version of Windows you're using, but right-click the CorelDraw icon and choose "Run as Administrator")
