My question is that I am a 100% Disabled Veteran and I want to retire there me and my wife both can we start our paper work now on our Dual Citizen Ship and would you start a bank account

I would need more information to be able to answer your question about the dual citizenship.  Do you live in CR?  Have you ever lived there?  Are you or your wife Costa Rican?
