Question
I need to know if I need a visa to travel to Costa Rica. I am a permanent resident of the United States, however I do not have a passport from my country of citizenship (Ukraine). I DO have a Travel Document instead, which my travel agent says works as a passport for people without passports when traveling. The Costa Rican consulate, however, tells me I cannot even enter the country without a passport. The travel agent disagrees. I'm getting different answers and I'm getting the impression that it will depend on chance whether or not they will let me in Costa Rica this summer. I'm traveling this July for about a month. Thanks!

You may travel to Costa Rica with a Passport or with what is called a ¨Salvo Conducto ¨ which is a document used by someone who cannot get a passport in time to travel, it is similar to a temporary passport.
You cannot travel with drivers license or any other document.
I believe what you have is similar to what I mention because it has a USA visa, so that would allow you to travel without the need for a Costarrican visa.
