Question
This is over 10 years ago.  My mother had a car that her oldest son borrowed every now and then.  He received 3 parking violations and didn't let her know.  She then found out and confronted him.  He said he paid them.  Now she's still receiving these notices in the mail, how log can this process go on.  Is there a statue of limitation where the city cannot or is not allowed to harass my mother?

There are statutes on collections of various types of debt.  A few minutes googling and you can find out what they are in your state.  It is generally longer for anything municipal.  As far as being harassed she can send a request proof of the debt, dispute it or simply request via certified letters to the collections agent that they no longer contact her regarding this debt in any way other than writing.
