Dear Brian

In India the Bank Employees are transferred from one branch to another branch. They get promotions in their Grade by accepting the transfer.

Is this Bank Business rule mandatory in all countries?.

Can't tell what you are asking.    This appears to be only the second half of the question.   However, this whole idea of a mandatory promotion for a bank employee solely because they got transferred is not a federal law -    it could be a matter of private contract if the parties agreed, but there is nothing mandatory about that, at least insofar as the government is concerned.
